JOHN MEAD
Director and Safer Bars Program Coordinator

John Mead has worked in the hospitality industry as owner/operator/manager for over 30 years.
He held seven (7) liquor licenses during this time. He sold his last hotel, the Cauliflower Hotel in Waterloo, NSW in 1995.
John has been formally involved with workplace training since 1996. He has worked in training with TAFE NSW, the AHA (NSW), MHM Australasia, Amstar Learning and REACH for Training.
In 2002 he founded Thinq Training - a Registered Training Organisation (RTO).
He was CEO and Managing Director until selling his interest in August 2009.
John has authored two (2) Responsible Service of Alcohol (RSA) courses. The first was approved by the Liquor Administration Board (LAB) in 2001, and the second RSA course for THINQ Training, was approved by the LAB in 2005.
CHRIS CALLEN
Director

Chris is a liquor licensing lawyer with over 20 years experience.
He has worked in a variety of roles including:
- In house solicitor to the AHA (NSW) for 7 years;
- In house solicitor at Southern Pacific Hotel Corporation - the operators of the Park Royal and Travelodge chains
He has represented a range of licensed premises in NSW including hotels, clubs, restaurants and wineries.
He has advised a number of RTOs on the liquor law component of the RSA course.
Chris has written and delivered numerous courses on Hotel Law, Hotel Compliance and Gaming Development.
Chris represented a number of hotels in the Supreme Court proceedings in 2008 to remove them from the Top 100 list of most violent premises in NSW. Following those proceedings, Chris extensively researched the issue of alcohol related violent in and around licensed premises.
Chris is a qualified auditor of Quality Management Systems and has designed programs and conducted compliance systems audits to assist licensed premises to meet the requirements of the NSW OLGR.
TOM JORDAN
Queensland State Manager/Facilitator

Tom Jordan was appointed in March 2011 as Bar Guardians Queensland State Manager and Facilitator of our Safer Bars program.
Tom is a Former New South Wales Police Licensing Sergeant having worked in that position in Campbelltown and Tweed Heads for 14 years of a Policing Career which spanned 27 years in total.
Part of his Licensing Duties involved the conduct of ongoing compliance checks for Licensed Premises, organising and the conduct of Liquor Industry Seminars, administration of the Security Industry Act and the provision of Safety and Security Seminars to various Community Groups. Tom was also responsible for the instruction of Emergency Management to Police Officers and, in company with the District Emergency Management Officer, Seminars and General Instruction to other Emergency Management Organisations located on the Far North Coast of New South Wales.
He conducted his own training organisation for a number of years, predominantly serving the New South Wales North Coast and the Queensland Gold Coast. Those courses were generally focused on Security (including security in and around licensed premises), Law and Procedure, Armed Holdup and Firearms.
He has successfully managed a security company and other business ventures since resigning from the Police Force in 1995.
TED HART
Victorian Associate/Facilitator
Ted Hart was appointed in December 2010 as Bar Guardians Victorian Associate and Facilitator of our Safer Bars program. Ted then commenced a Pilot Program for Responsible Alcohol Victoria including an initial premises compliance audit followed by conducting the Safer Bars program to the premises staff.
Ted was a member of Victoria Police from 1971 until 2003. He was awarded the National Medal, the Victoria Police Service Medal and four C.C.P. Commendations.
During this time he undertook part-time studies and graduated from Monash University with a Bachelor of Business (Accounting) 1995, and Bachelor of Business (Management) 1992.
Ted retired from Victoria Police in 2003 to start up Ted Hart and Associates, specialising in Business Management, Accounting and as a Liquor Licensing Consultant. His clients include major Melbourne Night Clubs, Hotels and licensed restaurants. He is an acknowledged expert witness in the matters of Liquor Licensing at VCAT. and is a regular guest speaker at alcohol related seminars and industry forums.
His expertise in Liquor Licensing has evolved from being Divisional Licensing Chief Inspector – Melbourne Police District from 1996 to 2003 with responsibility for: general licensing duties for all licensed premises within the City of Melbourne, Officer In Charge of the Melbourne District Licensing Unit, and Licensing supervisor for MCG, Flemington Race Course, Melbourne Tennis Centre, Royal Melbourne Show Grounds, and Telstra Stadium. He was the Licensing Inspector for the Moorabbin Police District for a period of three years.
From 1988 – 2002 Ted was a part-time Tutor and Lecturer in Strategic Management at Monash University. He holds a TAE and currently lectures on licensing matters within Victoria including RSA training, compliance management, as well as conducting the Safer Bars Program.
Michael (Mick) Huggett
NSW Associate/Director of CHD Partners
Mick's qualifications include a Bachelor of Education in Adult Education, Diploma Security Risk Management, Diploma Training and Assessment and the NSW Police Safer by Design training program. Mick resigned from the NSW Police Force in 2004 having spent 15 years as a police officer with experience in licensing, crime prevention, education and development.
Since leaving the police, Mick has worked on projects associated with security risk assessments (shopping centre, health care, licensed premises and residential development areas) and developed and delivered training on Preventing Conflict with Young People, Prevention of Armed Robbery, Cash-in-Transit, Powers of Security Guards and Managing Intoxicated People. Mick has undertaken compliance audits for the Institute of Security Executives and been a facilitator on the ASIS CPP program and is committed to ensuring training and consultancy advice to the security industry bridge contemporary theory and practice.
